Genesis Armenia’s urgent statement on the situation in the country and the security threats to the state

Genesis Armenia Pan-Armenian Research Think Tank and Foundation strongly condemns the ongoing armed attack against the Republic of Armenia (Armenia, RA) by the Republic of Azerbaijan (Azerbaijan) and the provocative and threatening actions of the troops of the Azerbaijani Armed Forces that have invaded the territory of the Republic of Armenia, deeming these actions:
- A gross violation of the basic principles and norms of international law and interstate relations;
- A continuation of the state-organized, coordinated and implemented anti-Armenian policy of Azerbaijan and its ally Turkey;
- A display of the government’s inaction and inability to ensure the safety of the Republic of Armenia, and a result of irresponsible, uncalculated and non-consistent policy, which is a real threat to the existence of the two Armenian states and the Armenian nation.
On the grounds that:
– Any document or international agreement signed by the RA government, which is political in nature or relates to the protection of human rights, must be submitted to the Constitutional Court and afterwards to the National Assembly for discussion, and documents on the change of sovereign titled territories of the Republic of Armenia can be signed only after a referendum;
– The fulfilment of any secret agreement or adventurous statement concerning the security of the Republic of Armenia and its citizens is extremely risky and contains irreversible security losses;
– The verbal statement made by the acting prime minister of the Republic of Armenia in the National Assembly and the Government of the Republic of Armenia on May 17, 2021 regarding his intentions to sign a third statement with the president of Azerbaijan, based on which a delimitation and demarcation of borders between the Republic of Armenia and Azerbaijan will be carried out;
– The Supreme Court of the Republic of Armenia – the Constitutional Court – has a precedent decision on the inviolability of borders in the context of the normalization of interstate relations – a decision on establishment of diplomatic relations and normalization of interstate relations between Armenia and Turkey in 2009;
Genesis Armenia demands that the RA government:
– Immediately halt the implementation process of the published and confidential (partial or total) clauses or verbal agreements of the treacherous Statement (International agreement, Document) published on November 9, 2020, which do not serve the national and state interests of the Republic of Armenia, Artsakh and the Armenian people;
– Take ANY possible immediate measures for the withdrawal of the units of the Azerbaijani Armed Forces that have invaded the territory of the Republic of Armenia;
– Appeal to the UN Security Council and ensure an appropriate security resolution that will force the aggressor Azerbaijan to immediately withdraw its forces from the territory of the Republic of Armenia and/or declare national mobilization and prepare to confront the aggressor that disputes the International Legal Personality of the Republic of Armenia and violates the territorial integrity of the Republic of Armenia;
– Cease the discussions or agreements on commencing the delimitation and demarcation activities between the Republic of Armenia and the Republic of Azerbaijan, make them public, and verify the constitutionality of such statements;
– Take note of the official statements of the Republic of Azerbaijan on unblocking the communication links in the region, halt the participation of the Republic of Armenia in fulfilling these statements at least until the withdrawal of the Azerbaijani forces from the borders of Armenia and leave the discussions of pro-Armenia and pro-Armenian solutions to these issues to the government that will be formed after the upcoming snap parliamentary elections in Armenia, excluding the conducting of such discussions by a defeated government, under the threat of force by a foreign state;
– Consider the territories fixed within the RA and Artsakh Constitutions, which went under the control of Azerbaijan after the war in September, 2020, occupied, until the final clarification of the status of Artsakh.
