The \u201cGenesis Armenia\u201d Think Tank-Foundation<\/strong> strongly condemns the propaganda event organized by Hikmet Hajiyev, Assistant to the President of Azerbaijan, at the Gandzasar Monastery in Artsakh, with the participation of representatives of the foreign diplomatic corps. During the event, Armenian historical and cultural heritage was presented as part of the heritage of \u201cCaucasian Albania,\u201d while manipulative claims distorting established historical facts were advanced regarding the Armenian manuscript tradition.<\/p>\n

The deliberate reassignment of Gandzasar\u2019s Armenian identity is not an isolated historiographical dispute. Following the forced displacement of the Armenian population of Artsakh, we regard the systematic reattribution of the identity of Armenian churches, monasteries, inscriptions, manuscripts, and cultural memory as a manifestation of a state policy aimed at erasing the Armenian historical presence- a process that, by its nature, bears the hallmarks of cultural genocide<\/strong> and, in political terms, what Armenians have historically described as a \u201cWhite Genocide\u201d: the eradication of a people\u2019s identity, memory, and historical presence without their physical extermination.<\/p>\n

Military control over a territory grants no state the right to rewrite that territory\u2019s history, alter the identity of its cultural heritage, or erase the evidence of the historical presence of a people who lived there for centuries.<\/p>\n

Against this background, the conduct of certain foreign diplomats participating in the event, as documented in publicly available footage, is particularly unacceptable and morally reprehensible. When a senior state official presents historical revisionism as state-sanctioned truth, while the presence and reactions of foreign diplomats can subsequently be exploited to normalize that narrative internationally, diplomatic status can no longer serve as a pretext for evading political and moral responsibility.<\/p>\n

The matter is all the more serious because some of those diplomats represent states that have formally recognized and condemned the Armenian Genocide; participated for decades in efforts toward the peaceful settlement of the Nagorno-Karabakh conflict; made official and unhindered visits to Stepanakert; negotiated and cooperated with the legitimate Armenian authorities there; and, at the level of local government, concluded agreements and memoranda of cooperation- while also relying on the contribution and support of hundreds of thousands of citizens of Armenian origin living in their own countries.<\/p>\n

This issue therefore concerns not only the Republic of Armenia or the Armenians forcibly displaced from Artsakh. It also concerns the dignity of citizens of Armenian origin in France, the United States, and other European states.<\/p>\n

Those citizens have every right to demand an explanation from their governments as to how and why their countries\u2019 official representatives came to participate in an event where the historical and cultural heritage of their people was publicly demeaned, misrepresented, and called into question.<\/p>\n

A state bears responsibility for the conduct of its official representatives. If the diplomatic missions concerned failed to understand the political and moral significance of the event in which they were participating, this constitutes an unacceptable degree of professional irresponsibility. If they understood its nature and nevertheless contributed through their conduct to its normalization, then the matter is considerably more serious.<\/p>\n

We therefore expect the foreign ministries of the states concerned to provide a public explanation and to clearly dissociate themselves from the historical revisionism promoted at Gandzasar.<\/p>\n

States whose representatives, through their conduct, have offended the historical memory and dignity of their own citizens of Armenian origin owe an explanation first and foremost to those citizens.<\/p>\n

And if, for European democracies, the moral responsibility to defend historical memory is no longer sufficient grounds for a response, there remains at the very least the fundamental obligation of a state toward its own citizens.<\/p>\n

We expect not only an explanation but, where appropriate, an apology to those citizens of Armenian origin whose national and historical dignity has been affronted by the conduct of their own states\u2019 official representatives.<\/p>\n

Silent or demonstrative participation in historical revisionism is not neutrality. Indifference to the erasure of the identity of cultural heritage is not diplomacy, and the eradication of a people\u2019s historical presence following ethnic cleansing is not peace.<\/p>\n
