July 5 — the Constitution Day of the Republic of Armenia — is not only a national holiday, but also a reminder of the legal foundations of Armenian statehood.
The Preamble to the Constitution and its reference to the Declaration of Independence of Armenia constitute the fundamental ideological and value-based pillars of the constitutional order. It affirms that the legal system of the Republic of Armenia cannot be viewed separately from the fundamental principles enshrined in the Declaration of Independence.
Today, as the topic of constitutional amendments continues to remain at the center of public and political debate, it is especially important to emphasize that these discussions are directly connected first and foremost to the Declaration of Independence and the fundamental provisions enshrined therein. Among them is the joint decision of December 1, 1989, by the Supreme Council of Armenia and the National Council of Nagorno-Karabakh on the reunification of the Armenian SSR and Nagorno-Karabakh, as well as the Republic of Armenia’s commitment to support international recognition of the Armenian Genocide in Ottoman Turkey and Western Armenia.
We carry not only the responsibility of the constitutional text itself, but also of the state idea on which it is based. This responsibility demands principledness and unwavering commitment to the values upon which the Republic of Armenia was born and formed.
